Request Title: Bob teams and off-season schol demands
Description
I propose that a change be made to make Bob teams more competitive in the name of basic realism (no coach would let a B rated player walk if they have enough scholarships available).

I propose that Bob teams provide scholarships to

- any underclassman (RS So or younger) who is demanding a scholarship and is A rated, B rated, CA or CB rated
- any upperclassman who is demanding a scholarship and is A rated or B rated
- any C rated player who is an expected starter among returning players

I would limit this by defining "enough scholarships available" to mean any available scholarships > 6.

The "available scholarships" would have to vary from sport to sport. CBEL teams only have 12 scholarships. So in principle I agree with what you're saying.

But it seems to me there is a balance in this. Let's say the CPU has a program with 18+ prestige. I'll offer CBEL BYU. (http://dolphinsim.com/cbasket/cbel/ros159.htm) They have 19 prestige. They have a C/B center (Fleming) who is playing 14 min/g and should ask for a scholarship. But he's the 3rd best center on the roster - they have a redshirting A/A and the starting C is also an A/A freshman.

By your guidelines here, the would be required to give a scholarship to Fleming even though they can probably recruit better and have a pipeline of talent. That seems wrong also.
